The Order of St. Anna was introduced in Germany in the first half of the 18th century as a dynastic award to commemorate Anna, the elder daughter of the Russian Emperor Peter the Great. She became a spouse of the Duke of one of the German lands. Three years after her marriage Anna died at childbirth, and her husband Karl Friedrich introduced a new order in her memory. The Order got its name after St. Anna.
When Peter III, the son of Anna Petrovna, ascended to the Russian throne, he introduced the German dynastic order in Russia. However, the Order was established as a state award in late 18th century, under Pavel I.

The Order used to be presented both to civil and military servants for special merits. During the whole time of the existence of the Order of St. Anna, thousands of people were decorated with the Order of St. Anna. Originally the Order was divided into three grades, then the 4th grade was introduced fir the military. Some Orders of the First Grade were decorated with precious stones; the Orders with diamonds were especially valued.
The highest 1st Grade of the order, in addition to honors, provided for the status of nobility by birth: the person who had been awarded, as well as his descendants used to be ranked with the privileged class. Other degrees guaranteed personal nobility. Holders of the Order were entitled to hefty annual pension; the amount used to vary with the degree of the award.
