The Cabinet of His Imperial Majesty was in charge of personal property of the Romanov dynasty including jewelry that belonged to the royal family. The list of the items awarded by the emperor was kept in special books by the staff of the Cabinet.
The royal gifts from the Cabinet were mostly of private nature: among the recipients of the gifts were not only esteemed commanders, courtiers but also servants (cooks and lackeys). The Emperor’s gift to his subject could be a gold or silver watch, a bejeweled snuffbox or other jewelry – medallions, rings, cigarette case and brooches. The reason why a person was presented with a gift was reflected in his or her service record.
