In 1876, the Vladimir Regional Council ordered Vasily Perov to paint a portrait of State Councilor Pyotr Nikolayev who had been a representative of the nobility of the Kovrov Region and the chairperson of the Vladimir Regional Council for several years.
Pyotr Nikolayev was a successful and prominent social and political person. He was a well-known benefactor and participated in establishing and developing educational, medical, and charity regional institutions.
During one of the sessions of the Regional Council, its members offered to mark Pyotr Nikolayev’s merits and achievements by displaying his portraits in a girl’s high school opened due to his efforts and in several almshouses. Researchers found in the archives some notes made by Pyotr Nikolayev himself, ‘Following the resolution of the regional council I order the artist Perov to paint 3 portraits, namely one full length portrait of His Majesty the Emperor and two half length portraits of me for 1.000 rubles as well as three frames for the portraits to be delivered to Vladimir…’.
