On January 6, 1924, the XI Regional Congress of Soviets was held, which declared itself the First Congress of Soviets of the ASSR of Volga Germans. It proclaimed the Autonomous Soviet Socialist Republic of Volga Germans (ASSR NP). Moscow considered the arguments provided by the Volga Germans authorities convincing, and the Politburo of Central Committee of the Bolshevik party decided to ‘reorganize’ the Autonomous Oblast (region) of Volga Germans into an autonomous republic within the RSFSR (Russian Soviet Federative Socialist Republic). On February 20, 1924, the ASSR NP reorganization was approved by the resolution of the All-Union Central Executive Committee and the Council of People’s Commissars. In particular, it said: “The Congress draws the attention of the struggling German proletariat to our small autonomy and thus emphasizes the difference between the democratic freedom of Germany, trampled both by its own and European capital, and the real freedom of the nationalities united in the Union of Socialist Republics”.
The Congress of Soviets elected the leaders of the new republic — the Central Executive Committee of the ASSR NP consisting of 50 members and 10 candidates, approved of the People’s Commissars.
The further events showed that all the elements of independence received by the Republic of Volga Germans in economic, political and cultural activities were implemented inconsistently, and in contradiction with the terms. Even the work on the Constitution of the ASSR NP was not crowned with success, the one staying invalid.
