Emperor Peter the Great is considered the founding father of Lipetsk. It was by his decree that at the beginning of the 18th century, ironworks were built in the Lipsky Studenki Maly settlement. In addition, the tsar is considered the discoverer of the Lipetsk mineral springs.

A legend has been preserved among the people: when Peter I visited local factories, he discovered Lipetsk mineral waters. The emperor himself tried them and instructed people: “Whoever uses these waters, can absolutely get healing from various cruel diseases.”

For many years, only local residents used Lipetsk mineral water. They drank it, washed their eyes with it, and bathed their children in it. Then the fame of the healing spring spread throughout the country, and people began to come to Lipetsk even from neighboring governorates.

In 1805, the Lipetsk Mineral Waters resort, the first one in central Russia, was officially opened. The entire section of the floodplain around the healing wells was drained, and an English garden was laid out for visitors, which later became known as the “Lower Park”.

A drinking pavilion was placed over the source of Peter the Great. The interior of the pavilion was decorated with a bronze figure of the emperor. The sculpture was made by Theodor Joseph Napoleon Jacques and cast by Peter Karlovich Klodt. This was not the only time that two masters worked together.

The sculpture became the artist’s repetition of the monument to Tsar Peter Alekseevich in Kronstadt near St. Petersburg. It was presented to the Lipetsk resort in 1866 by Sergey Dmitrievich Bashmakov, the Tambov provincial marshal of the nobility, who was directly involved in the life of the resort.

The fact is that in 1866 the joint-stock company “Lipetsk Mineral Waters” was created. It received this resort from the city for free use for 30 years, so that it would eventually be landscaped according to all the necessary modern and medical requirements. Among the founders of the society were the Lipetsk mayor, local landowners, as well as Sergey Bashmakov.
