In the 1950一1960s, one of the main aims of the government was to create green spaces in Soviet cities. In that time, the first volunteer clean-ups (‘subbotniks’) for beautification of the city were held in Omsk. Plenty of gardens, parks, squares, and boulevards appeared in the city. In 1956 and 1958, Omsk got certificates and awards at the All-Union Agricultural Exhibition for good results in providing green spaces.
The transformation of Omsk into a ‘garden city’ started in 1953 when the slogan ‘Make Omsk a Garden City’ was used at the joint meeting of the City Council Executive Committee and the Communist Party City Committee. Nikolay Rozhdestvensky was the head of the city at that time. In 1956, Omsk got the certificate of the All-Union Agricultural Exhibition. Rozhdestvensky himself was awarded a big gold medal.
On May 5, 1959, there was a meeting of the active members of the party, dedicated to the progress of urban beautification works. The Director of the City Executive Committee Agricultural Department G. Shkulov made a report. He said that the workers and employees of the Landscape Gardening Department of the Leningrad City Council Executive Committee challenged the city residents to socialist competition for early execution of the beautification annual plan.
