In September 2015, Rustam Minnikhanov won the elections for the second time and became the President of the Republic of Tatarstan. His first term expired in March 2015, and then Russian President Vladimir Putin appointed him interim head of the region.
In July, the regional branch of ‘Yedinaya Rossiya’ party nominated Minnikhanov, and a few days later he submitted documents to the Central Election Commission of Tatarstan as a candidate for the presidency of the republic.
The presidential elections were held in Tatarstan on a single voting day, September 13, 2015. There were four candidates in the ballot — Head of the Local Branch of the ‘Spravedlivaya Rossiya’ Party Rushaniya Bilgildeeva, Secretary of the Tatarstan Regional Branch of the Communist Party of the Russian Federation, Head of the Communist Fraction in the State Council of Tatarstan Khafiz Mirgalimov, Deputy of the Tatarstan State Council from the Liberal Democratic Party Ruslan Yusupov and Rustam Minnikhanov. 2,447,629 voters came to the polling stations. Minnikhanov won 94.40% of votes and became the president of the republic for the second time. In September 2020, elections for the head of the republic were held — the majority voted for the current president, and he was re-elected for a third term.
Minnikhanov was born in 1957 in the village of Novyi Arysh. He graduated from the Kazan Agricultural Institute and a branch of the Moscow Institute of Soviet Trade. In 1996-1998, he served as Minister of Finance of the republic, and after that he became prime minister and headed the regional government. In 2010, after Mintimer Shaimiev resigned, Minnikhanov was appointed President of Tatarstan. He was grateful for the trustand said: ‘I believe that it is a huge responsibility — to lead such a large republic, and even more so after such a respected, authoritative leader as Mintimer Sharipovich Shaimiev <…> I am ready to further implement our joint plans so that Tatarstan is and remains a leader in our country and acknowledge in the world’.
