Alexander Novosyolov painted the portrait of the leader of the Chechen Republic Ramzan Kadyrov against the mountain landscape background. There are four-sided fortress towers and a small mountain river behind him. Kadyrov wears a traditional highlander outfit: a red shirt with a high stand-collar, a dark green cherkeska coat, tapered down pants tucked into boots. His shoulders are covered with a burka (felt coat). He also wears a tall Chechen sheepskin hat that slightly widens at the top.
Ramzan Kadyrov is the son of the first president of the Chechen Republic, Akhmad Kadyrov. He was born on October 5, 1976, in the village of Tsentaroy, which is called Akhmat-Yurt nowadays. When Akhmad Kadyrov became the head of the temporary republican administration in 2000, his son took the lead of the security service and personally selected the personnel for it.
After his father’s death in May 2004, Ramzan Kadyrov was appointed the first vice-premier of the Government of the Chechen Republic. In 2007, Russian President Vladimir Putin signed a decree designating Ramzan Kadyrov as an Acting President of the Chechen Republic. Later, in April 2007, he became the President of the Chechen Republic.
When Ramzan Kadyrov rose to power, the situation in the Chechen Republic, which the country was in after the wars and conflicts with gunmen, began stabilizing. Many new educational social and cultural institutions appeared in the country, such as museums, theaters, cinemas, libraries, music and art schools among others. In Grozny, the airport and the buildings, which were destroyed during the fighting, were reconstructed. Moreover, The Heart of Chechnya mosque, one of the largest in Russia and Europe, was built. It was constructed in just two years. Its prototype was the Blue Mosque in Istanbul.
On August 12, 2010, Ramzan Kadyrov wrote an official letter to the Parliament of the Chechen Republic and asked to rename the highest official person of the Chechen Republic. Ramzan Kadyrov explained his position in the following way, “there must be only one president in a unified State. The top officials in their regions should be called heads of the Republics, heads of the Administrations, governors, etc.”
