Vladimir Platonovich Sukachov (1849-1920) was born in Irkutsk and got his legal education in Saint Petersburg.
Since 1886 he had a senior position of a mayor of Irkutsk for around twelve years. In this position he showed himself as a clever person going into details and active when it comes to solving problems of the territory he was responsible for. This is how his deputy Pyotr Yakovlevich Garyaev (1843-1911) attested him: ‘During the whole service to the city interests he performed his duty literally at no cost, giving all his allowance to the development of the city administration’s secretariat, helping out the city public administration in a way of security of the workers’ material interests.’
Foundation of an art gallery by Vladimir Sukachov was of no small importance for the people of Irkutsk. It included paintings of such famous Russian artists as Ivan Aivazovsky, Ilya Repin, Konstantin Makovsky, and such foreign artists as Rafael Santi, Antonio da Correggio.
The history of his native city was in the focus of Vladimir Sukachov’s interests, so he arranged a complex monography, where he collected already existing written testimonials about the city formation and its everyday and administrative life along with his own reflections.
This edition entitled Irkutsk and Its Place in the History and Cultural Development of the Eastern Siberia was published in 1891 in Moscow. The edition starts with retrospective journey into the history of the city foundation in the 17th century and formation of its social and administrative system. The development of Irkutsk was observed down to the author’s activity.
The featured issue is of special interests for the historians and local history experts, as the book pages contain many margin notes of prince Mikhail Volkonsky (1832-1909). The prince spent much time in Irkutsk while doing his job as part of different state missions and knew the city well. On the book’s margins he expressed his opinions on different subjects, left his explications and comments.
