Decree No. 426 “On Award Policy” was issued on 13 February, 2003, immediately after Oleg Mikhailovich Budargin took office as Governor of the Taimyr Autonomous District. This document contained for the first time a provision on the “Women’s Glory” award.

What the award would look like was discussed at a meeting of the award committee. The shape of the brooch-globeflower (a northern flower), made of 585-carat gold, was adopted. The brooch is adorned with 3 diamonds totaling 0.05 carats on the stem and 21 garnets totaling 0.5 grams on the flower itself.

The regulations on the awards list those who are eligible for the new award.

These are mothers of many children who have given birth to at least three children and raised (or are raising) them to be worthy citizens of the Russian Federation. They are also mothers of those citizens who have rendered special services to their homeland and have been honored with state awards of the Russian Federation and constituent entities of the Russian Federation.

Women who have achieved significant achievements in science, art, manufacturing or any other activity, as well as those who have strengthened friendship and cooperation between the peoples and nations living in the municipality are honored with the award. Their activities include the development and preservation of cultures and the promotion of mutually beneficial cooperation between the municipalities of the Russian Federation.

On March 3, 2004, Anna Alekseevna Barbolina (Chuprina), a Dolgan woman from the village of Papigay, became one of the first laureates of the “Women’s Glory” award. She was born in 1947 in a peasant family with many children and started working at the age of five. Later she graduated from the Pedagogical Institute named after A. I. Gertsen and the Polar Academy and devoted her life to public education. She is known as the author of the “Pictorial dictionary of Dolgan language” and the co-author of the “ABC book” intended for first-graders of Dolgan schools. Now she works at the Taimyr House of Folk Arts. Anna pays much attention in her work to the indigenous peoples of Taimyr: she promotes their culture and has done a lot for the development of their languages.

To date, a total of 101 women have been granted this award.
