The collection was completed thanks to the delivered items from the Moscow and Leningrad branches of the State Museum Collection. From 1924 to 1928, unique art works that were previously stored in famous private collections in Moscow and St. Petersburg were transferred to Omsk. In the 1930s, the museum received a number of paintings from the storerooms of the Tretyakov Gallery, the Hermitage and the Russian Museum, as well as from the Omsk Art and Industrial College named after M.A. Vrubel.
