In 1910, in order to increase combat and mobilization readiness of the Armed Forces, the army infantry was reformed. At the same time, all reserve troops and fortress infantry were abolished.

The 183rd Pultusk Infantry Regiment was formed along with other regiments of the 46th Infantry Division. Several regiments were sent to form the new Pultusk regiment: the 183rd Pultusk Reserve Infantry Regiment (as the 1st and 2nd battalions of the new regiment), the 240th Krasninsky Reserve Infantry Battalion (as the 3rd battalion) and the 245th Soligalich Reserve Infantry Battalion (as the 4th battalion).

The regiment was formed in Kostroma, where the 240th Krasninsky and 245th Soligalich Reserve Infantry battalions were previously stationed, and the 183rd Pultusk Reserve Infantry Regiment was relocated to Kostroma from Warsaw. In this regard, the formation of the regiment was somewhat delayed. It was completed only in the autumn of 1910.

On March 27 (April 9), 1911, Emperor Nicholas II signed a decree that reads as follows:

After the formation, the regiment began to prepare for the celebration of its centenary. The main events related to the centenary were held in May 1911. The regiment commander was presented with an anniversary banner with ribbons of the Order of St. Alexander Nevsky and inscriptions.
