The basis of the collection comprises works from the Russian Soviet Federative Socialist Republic Art Fund, the USSR Moscow Art School (a governmental art studio), and the Belgorod Cultural Fund.
The museum houses works of art, graphic art, applied art and sculpture. Paintings and graphic works cover the period from the 1940s to the present day and reflect the development of Soviet and post-Soviet art. The museum funds include over 3000 artworks, with the number constantly growing.
One of the most valuable parts of the collection is the Stary Oskol folk clay toys. Despite their minimalistic appearance, they reveal the town’s history in the last four centuries.
